15-year-old shot; 19-year-old arrested

HALIFAX - A 19-year-old Roanoke Rapids man is in custody on $50,000 bond after he allegedly shot a 15-year-old juvenile in the groin Wednesday afternoon, according to the Halifax County Sheriff's Office.

Detective Tyree Davis charged Justin “Toot-Toot” Harvey with assault with a deadly weapon with intent to kill inflicting serious injury.

Davis said in a news release that officers responded to the area near Five Points after receiving a shooting call.

Deputy Travis Clark was the first to arrive and gave officers the name of the shooter and a vehicle description.

While investigators processed the crime scene off Sam Powell Dairy Road, Davis went to Halifax Regional Medical Center in Roanoke Rapids to speak with the victim, who was airlifted to another hospital and was reported to be in stable condition, Davis said.

A short time after the shooting, Harvey, of Roanoke Rapids, turned himself in, escorted by family members.

It remains unclear what prompted the shooting and the matter remains under investigation.

Harvey has an April 16 court date.
