JACKSON - Henrico resident Clarence Drumgoole submitted a two-page letter outlining the county's voting rights to the Northampton County Board of Commissioners during their regular session Monday.

Drumgoole said he offered information in hopes it will be helpful when the board meets Sept. 15 to discuss how to handle the District 5 “population inequality” issue.

The issue was first brought before the board July 7.

The board is considering three options.

One is to redraw districts to more evenly allocate population within each district. The second would add a sixth district which would be created west of Gaston. Third option could be to take no action at all pending the 2010 Census.

Any changes in the district's boundaries would be first in the hands of the North Carolina Legislature. Then the changes would have to be approved by the U.S. Department of Justice and the federal courts.

In other action Monday:

€ The board approved the Roanoke Chowan Rehab Inc. contract for a physical therapy services rate increase for the provision of physical therapy to Agency Home Health patients. The rate increase is from Sept. 1 , 2008 to Aug. 31, 2009 for LPT visit will be increase two dollars from $65 to $67 and LPTA visit will increase three dollars from $54 to $57. The contract was approved by the board on Aug. 14, 2008.

€ Economic Development Commission Director Gary Brown held a closed session with the board. No announcements were made following the meeting. Brown did say that he will release information when the “time is appropriate.”
