Energy-savings contract on hold

JACKSON - The Northampton County Board of Education decided to put the brakes on an energy saving performance contract with Raleigh-based Johnson Controls Inc., and an installment finance and escrow agreement with RBC Bank, Wednesday.

The board called a closed session meeting to re-consider the two contracts which were unanimously approved at its regular meeting Aug. 4.

The board did not make any comments on why it delayed signing the agreements other than to say the members wanted more time to discuss the contracts and to allow the administration to re-examine the plans.

According to Assistant Superintendent Phil Matthews, the board will ask Johnson Controls to submit a new proposal.

It is possible the new proposal will be discussed at the board's September meeting.

“We have been working on this project for a little over a year now and we have three new board members and a new superintendent,” said Matthews.

“They need more time to consider these contracts,” said Matthews, adding that they have not closed the door on the contracts but they “won't act right now.”

The new board members are Marjorie Edwards, Erica Smith-Ingram and Lafayette Majette.

At their previous meeting, the board approved the energy saving performance contract with Johnson Controls, to improve energy savings in the district's buildings.

The contract would be financed through RBC Bank over 12-months with an initial loan of $2.19 million. That agreement is also on hold until the Johnson contract is resolved.
