Commissioner Judge Manning said Johnson had been his friend for 35 years, which he enjoyed serving with him and respected him.

Commissioner James Pierce said Johnson had been his mentor and he taught by example.

“You never had to wonder what Horace wanted to tell you ... he told you. That meant a lot to me,” said Commissioner Chair Gene Minton.

County Manager Tony Brown expressed his appreciation that Johnson recognized the potential in him. “He told me one time, ‘You have big things ahead of you in Halifax County,’” said Brown.

Commissioner Carolyn C. Johnson, Horace’s wife, tearfully replied, “I accept this with gratitude for myself and my family ... Thank you.”
