NOTICE OF PUBLIC HEARING
RELATIVE TO APPLICATION
BY TOWN OF SCOTLAND NECK
FOR FUNDING UNDER THE HOUSING AND COMMUNITY
DEVELOPMENT ACT OF 1974, AS AMENDED
Notice is hereby given that the Town of Scotland Neck will conduct a public hearing on Tuesday, October 27, 2020 at 7:00 PM, or as soon thereafter as the agenda will allow, at the Scotland Neck Municipal Complex located at 1310 Main St., Scotland Neck, NC 27874 relative to the intention of the Town of Scotland Neck to apply for FY 2020 CDBG funding under Title I of the Housing and Community Development Act.
The Town of Scotland Neck intends to submit an application for a grant of approximately $2,000,000 in CDBG Infrastructure funds for the Phase VI Wastewater Treatment Plant (WWTP) Improvements project.
The following is a tentative list of proposed activities and an estimated budget. The final application will be reviewed at the public hearing.
WWTP Improvements, Surveying, Legal, Engineering Report, Environmental Assessment, Engineering Design, Construction Administration and Observation, and Grant Administration. Estimated Budget: $2,000,000
The proposed project will provide benefits to all residents within Scotland Neck’s corporate limits, 72.26% of whom are low and moderate income individuals based on American Community Survey data. No individuals will be displaced nor will any require temporary relocation assistance as a result of the proposed project.
Citizens will be given the opportunity to provide oral and written comment on the Town of Scotland Neck’s past and proposed use of CDBG funds at the public hearing. All interested citizens are encouraged to attend. All citizens, however, are reminded to maintain social distancing, keeping 6 feet apart, and that a face mask or cloth covering is required inside the Municipal Complex. Further, do not attend if you are sick or have been in close contact with someone who is sick.

Formal written complaints or comments concerning the application process that are submitted to the Town of Scotland Neck prior to or following the public hearing will be responded to within ten working days by the Town of Scotland Neck. A copy of the completed project application will be available for public review after November 23, 2020, at the Municipal Complex.
