At about 8:45 p.m. Thursday, Deputy D. Bybee of the Halifax County Sheriff’s Office was patrolling in the area of U.S. Highway 158 near Roanoke Avenue when he observed a motorcycle traveling eastbound on Highway 158 at a high rate of speed.

Deputy Bybee attempted to conduct a vehicle stop on the motorcycle when the driver, later identified as Toby Antonio Garrett, 43, of Roanoke Rapids, refused to stop. A chase ensued and Garrett led Deputy Bybee on a 7-mile chase which led him to Branch Avenue, where the driver failed to negotiate a turn at the intersection of Carver Street.

The motorcycle crashed in a ditch and Garrett fled on foot and was apprehended after a brief foot chase, according to a press release from Chief Deputy Scott Hall.

Garrett was arrested and charged with an outstanding warrant relating to domestic violence charges, felony flee to elude with a motor vehicle, driving while license revoked, and resist, obstruct, or delay an officer.

He was placed in the Halifax County Detention Center on a $500 secured bond and received a court date of Nov. 30, pending.
